An initiative supporting the low-carbon transition in Fos-sur-Mer

Marcegaglia Fos-sur-Mer is developing the Mistral project with the objective of upgrading the existing plant in order to reduce the CO2 emissions associated with steel production across the Group, while ensuring the long-term presence of steelmaking activities in the region.

The project includes the modernization of the existing site to develop lower-carbon steel production. It is fully aligned with the energy transition of the industrial sector, relying on innovative solutions such as the electrification of processes and the use of recycled or low-carbon raw materials.

The project is part of a broader territorial dynamic in Fos-sur-Mer, where several industrial decarbonization initiatives are underway. The signing of a Memorandum of Understanding (MoU) with GravitHy and NeoCarb reflects this commitment to strengthening local industrial synergies.

Steelmaking is a key sector of the economy, while also facing major environmental challenges, particularly in terms of greenhouse gas emissions. In Fos-sur-Mer, a historically industrial area, the transition toward lower-carbon production processes represents an industrial, environmental and territorial priority.

The Mistral project is fully aligned with this transformation by integrating ambitious technological developments, while preserving a high-performing and competitive industrial operation.

Marcegaglia therefore aims to go further in the decarbonization of its activities by strengthening control over its entire production value chain. Steel production based on scrap and direct-reduced iron (DRI), which optimizes electric arc furnace efficiency, can reduce greenhouse gas emissions by approximately 80% compared with conventional integrated steelmaking routes.

The continuous consultation

As part of the regulatory framework of the public debate, Marcegaglia Fos-sur-Mer has initiated a continuous consultation process regarding the Mistral project. This approach aims to ensure regular and accessible information for the public on the progress of the project, to enable the expression of questions and contributions, and to embed the project within a sustained dialogue with all stakeholders.

The CNDP (National Commission for Public Debate) has appointed Anne Laporte and Audrey Richard-Ferroudji as guarantors of the ongoing consultation. Neutral and independent from Marcegaglia, they ensure proper information and public participation. In practice, they make recommendations on the procedures and will report on the consultation.
